Autonomy levels

Set per project: how far an agent may go before it has to ask.

The four levels

Level 0: Observe

Inspects and explains. Cannot edit anything.

Level 1: Assisted

Prepares plans and patches. You approve every edit and command.

Level 2: Supervised

Edits, tests, builds and commits inside its worktree. Stops for anything destructive, credential, deployment or billing related.

Level 3: Safe Autonomous

Works through a defined backlog inside its repository, branch, file scope, command policy and retry, time and cost limits.

Level 3 limits

Safe Autonomous work continues only inside all of these:

  • The assigned repository, branch and worktree
  • The allowed file scope
  • The approved command policy
  • Retry, time and cost limits

Protected operations

Some actions ask for approval at every level, including Level 3: destructive commands, anything touching credentials, deployments, billing and production.

Source changes always keep the draft pull request gate, at every level. Foreman never merges its own pull requests.

Choosing a level

Start a new project at Level 1. Raise it once you trust the project’s tests, because Level 2 relies on them to decide whether work is complete.
